Harbaugh mum on Jackson's return vs. Cowboys

Ravens coach John Harbaugh would not say if QB Lamar Jackson, who will complete his 10-day quarantine this weekend after testing positive for COVID-19 on Thanksgiving, will play against the Cowboys on Tuesday.
